Probably Lindsay Lohan. She sounds a lot better than Hilary Duff and Britney Spears, and Ashlee Simpson isn't that good.

Zing stop bagging on Hilary Duff, her voice isn't really that bad, but I will agree it is average. It's funny how people fail to bring up Macy Gray, one of the worst singers in the world, and Yoko Ono, she's even worse!

I'd hesitantly say Hillary. Not because of her music but because of that 2 second clip in the Raise Your Voice Trailer where she hits that high note. None of them are even....eh...how can I best put this....vocally gifted?.!

I would say Britney or Lindsay with hilary close behind. Ashlee has a horrible voice...Im sorry. If you listen to her live she sounds horrid. as she did on her t.v. show.
Now that I think of It i would say Lindsay.

Miss Spears. Her songs are better and when you actually hear her sing [In The Zone dvd] live, or have seen her ONYX HOTEL tour. Shes an astounding performer with a pretty good voice and the most apt manipulator of starpower since Madonna.
