You can update Flash, or on some sites such as YouTube, you can set the player to Non-Flash HTML 5, as long as your browser supports HTML 5.
To update Flash in Windows, you can go to Start (if available), Control Panel. Set the Control Panel to "Classic View" (if available) and look for the Flash Player Icon. Click it to open, then click the "Update" tab and the "Check for updates" button.

https://get.adobe.com/flashplayer/To change your YouTube setting to use the Non-Flash HTML 5 player, go here and click the blue "Request HTML 5 Player" button. To test, then try a YouTube video and Right-Click on it. The Context Menu should indicate "HTML 5 Player"
If the Flash Player is still being used, the Right-Click > Context Menu will display "Flash" instead.
https://www.youtube.com/html5UPDATE: I tried a Time Warner Cable Chat. The agent checked the Shout site and reported getting the same "wrong country" message. She dissed it as "not available" and ended the chat.
Before she disconnected the chat, I asked her, "Is TWC blocking this site?"
She said, "No. TWC Does Not Block Content".
