I can't make such a list myself as I haven't seen that many, but I'd like to learn what you all like from this decade so I can check stuff out.

They don't have to be foreign language, films from Canada, Britain, Australia and such count too.

hm. here's a list for ya, but I would bet money on having forgotten some (just went through each year's top 100 on imdb real quick to make the list...)

01 City of God
02 3-Iron
03 Dogville
04 Spirited Away
05 Maria Full of Grace
06 Facing Windows
07 Sweet Sixteen
08 Talk to Her
09 In the Mood for Love
10 All About Lily Chou Chou

Could easily be on the list but you asked for ten, not more :O
Yi Yi, 2046, Barbarian Invasions, Motorcycle Diaries, Spring, Summer, Fall, Winter...and Spring

(dont be too worried about the order either, it's kinda in order but who knows yknow?)

Hm, is there any list of the foreign movies of the 00's.

Oh and kypade, I've been meaning to see 3-Iron for a long time now. The premise sounds great.

Spirited Away, A Very Long Engagement, Downfall and Infernal Affairs would certainly land on my list.

Yes, I am sure I am forgetting alot too, as I can't seem to find good lists. But these are some very good ones:

Tropical Malady
The Holy Girl
Bad Education
No Man's Land
In the Mood for Love
Barbarian Invasions
Triplettes of Belleville
Walk on Water
Moolaade
Nowhere in Africa
Dancer in the Dark (if it counts?)

Honestly, alot of my faves seem to have actually come out between 1995-1999, so just missed this list. I really am having trouble remembering what came out between 2000-2003ish

I just got Nowhere in Africa from my brother. He won the DVD (along with a couple of others) recently, but has no interest in them. Hopefully it is as good as the other two recent German Best Foreign nominees (Downfall and Sophie Scholl...you should see the latter, Dolce!).

These links will give you the top rated films on IMDB from each year with more than 1000 votes and a rating greater than 7. Includes American, obviously, and it's not perfect, but hey, scan the lists and I'm sure you'll find a lot of the stuff you wouldn't've otherwise.
2000
2001
2002
2003
2004
2005
2006

Oh and just to clarify, I only included foreign language films on my list. Otherwise, it'd take too long to filter all the British/Austrialn etc. as well.

I loved it. Levy thinks its the worst movie to hit theatres in ages though, so....

edit* Hmm. The Circle came out in 2000. I don't think it would make my top ten list, but it certainly is a very important movie to watch, and I would push anyone to see it.

Hegwig and the Angry Inch was incredible, though...if it counts. There were a couple good international, half english half some other country productions in the early 90's that top everything, now that I look back on it.

I really liked The Crimson Rivers too. It barely missed my list.

To bad the sequel was utter crap.
