It's a film which definitely loans concepts from other films, probably in the hope to be similarly successful. Those films being First Blood and The Fugitive and while it simply comes up short to those films, also in a homage kind of way, it's not bad either. I like the cast and Del Toro and Lee Jones are both pretty cool cats in it, Nielsen works as eye candy too, but really she's also just too good looking playing a police detective here. The cat and mouse chase the film revolves around makes for decent viewing, but the story could have used some work. Del Toro's backstory feels unnecessary, and he gets caught and then escapes a bit too often, they could've streamlined this better.
