I haven't knowingly ate it, but being in China a decade now, it's not unlikely it came across my plate once. I hear it's relatively expensive meat, so not just everyone eats it here anyway. Those from whom I've heard ate or tried it, said it actually tastes decent, no worse than beef or chicken.
Personally I'd rather never eat dog because of the bad associations in China, I'd rather eat human.

I think he was being a bit Gervais-esque there, and trying to make a stance on how much he values dogs rather than how much he wants to actually eat human.

As someone who's currently learning English, I would like to know why this thread is called "Algren, have you ever ate dog?" and not "Algren, have you ever eaten dog?". I've always assumed the latter to be the correct term to use in such a case.

Not quite, but it creates some:
1. Do Americans in general unintentionally use the incorrect tense forms? 2. Or is it a common colloquialism they use deliberately? 3. Is it possibly region-specific? 4. Is Harry Warden too stupid to use his own language? 5. Do non-American native English speakers always use the correct tense forms?
