Well I'm not the originator of the idea but I see something like a simplification of what is in the Water Cooler. Just like we have a politics forum, maybe something for general news and commentary on that whereas the Water Cooler is for more off-topic and random stuff.

I dunno about cutoffs.

Personally you should merge a News Forum with the Politiko place. Not all of us are Americans. Some would rather learn to crap out of our vaginas than care about whether it is going to be Obama or Clinton.

The News itself is quite self-explanatory.

Some examples:
"14 kids raped by a dog" <--- News.
"Obama calls Clinton a 'slut'" <--- News.
"Korrgan talking about screwing college professors" <--- Water Cooler.
"Joe did it" <--- Water Cooler.

and while you are discussing that you can also look into Quick Reply once again. A summer release of Quick Reply would do wonders for the site considering the extra traffic you would get over this time.
