It's in your profile. For avatar put just the url in "Link to offsite avatar". For sig, img tags are necessary.

I do not know why its not picking it up. try hosting the images on imageshack and try again.

This happened to my sig when i first put a gif. in it. At first it wouldn't show but it worked though after a while.

Please remember that Signitures, unlike Avatars, are part of the post itself. As such, when you change a signiture, it will only change on future posts, and will not alter your past posts. The avatar issue is different.
