Well, it's a pretty ambiguous label, so I wouldn't go so far as to narrow the definition or meaning of it, but I'd say anything that deals critically (not only directly, but that which lends itself to a discussion of) with what it means to be queer, or how "queerness" relates to society. There are several people I would associate with queer theory, too - some of them quite famous for different reasons - be it Foucault, Butler, or even people in the world of cinema, like Almodovar.
It's a relatively new brand, for sure, but the philosophical foundations of it are mature.
