Sam,
The upload an avatar feature is not working. PHPBB boards seem to have a problem with it because it tends to be a security risk and as such they kind of disabled it.
There are other ways you can get an avatar.
You can use imageshack or photobucket, i believe those are the names, to host whatever picture you want! That way you don't have to worry about the size restriction either. Once the image is hosted, right click it, and get the image location. Put that in the appropriate section and voila!
